Step 1
Draw a circle for the head, and then draw the guidelines for the face, shoulders, and torso.

All you have to do is sketch her ears like that, and then draw her jewels and face masks. Sketch some small details to the middle of her head, and move on to step five.
Step 5
One of the special things about Sailor Moon’s personality, is the hairstyle for the braids. Draw two straws like that, and then draw the bun to the head. Add some details, and move along the kiddies.

Finally, draw her waist and hips, and then draw in the border around her waist. Draw the skirt as well as the definition or design style for her dress. Once you are satisfied with the results, you can start deleting the steps to clean up.
